Carl Shumpert, a native of Peru, Indiana, began his railroad career in 1977 with the Norfolk & Western Railroad. Over the course of his 39-year career in the Transportation Department, he served in several roles including brakeman, switchman, flagman, conductor, and engineer. In the summer of 1992, Carl attended engineer school and went on to serve as a locomotive engineer until his retirement in 2016.

Carl is an active member of the Brotherhood of Locomotive Engineers and Trainmen (BLET) Unit 548, where he previously served as the unit’s Legislative Representative. He also served as a member and Legislative Representative for the National Association of Retired and Veteran Railway Employees (NARVRE) Unit 046.

Following his retirement from the railroad in 2016, Carl joined NARVRE in November of that same year. At the organization’s 42nd National Convention in Oakland, California, he was elected Area 2 Assistant Director. In 2025, Carl was appointed Area 2 Director after the resignation of Walter Barrows.

Carl has been married to his wife, Kathy, for 23 years. Together they share a blended family of five children and seven grandchildren.
